Change to contrib/log perl script

Is there a simple way to pass on a tiny code change in the contrib/log perl script to the CVS developers so they can consider including it in the next CVS version?  I don't really need to figure out all the steps to become a "contributor"... I just wanted to pass on a one-line change to this file that has helped my team avoid tempfile permission problems when sending commit emails via that contrib/log script.
