The contrib/cvs_acls.* files may be of interest to
you. Look in the URL:

  http://cvs.savannah.nongnu.org/viewcvs/ccvs/contrib/?root=cvs

for the latest copy of them. The cvs_acls.html is
the documentation and the cvs_acls.pl is the PERL
implementation.
