Have a look at the commit_prep and log_accum scripts in the contrib directory of the distribution. Basically commit_prep is a commitinfo trigger script that writes the last directory encountered to a file. The log_accum script runs as part of the loginfo trigger. It can do any per-directory tasks each time it's called, and the once per commit tasks when called for the last directory.
