CVS in single user mode

I need to merge two large chunks of code in CVS. The activity would
take about a complete day. In order to maintain consistency, I would
not want any one to commit changes into CVS.
So what I want to do is to run CVS (fo just one module out of many
modules) in single user mode so that I can commit into cvs and no body
else can. (They may be allowed to checkout / update from CVS).
Is this possible? Can somebody detail me the steps to go about this?
Please note: We have many modules / projects - we do not want to
affect any other module(s).
