The developers don't usually ship binary versions of GNU Chess,
we leave that to others.
The latest Winboard from http://www.tim-mann.org/ usually
contains a recent build of GNU Chess, last time I looked I think
it was 5.02, but I rarely use Windows.
If you want to build your own I recommend downloading Cygwin,
which will give you some free tools to compile code on Windows.
