New ways to access FTP site

For a while, many have requested for ways other than FTP to access our
software archive.

Thanks to the work of FSF system administrator Paul Fisher, we now
have two additional ways to access the ftp.gnu.org archive: FTP and
RSYNC.

To access the archive via HTTP, simply point any browser [0] to:

              http://ftp.gnu.org/

To access the archive via RSYNC, simply run the command:

          rsync ftp.gnu.org::

to get a file listing, or a similar command to download the software.
