The important change is infrastructure for libopts, the linkable
library portion of the AutoOpts option automation package.
I have now developed a process for taking the tear-off library
and creating a stand alone library package.

The libopts release message:

  This is the initial stand alone release of the library as a package.
  The sources for the shared library are unchanged from the library
  built and installed with AutoGen.  In fact, this should not be
  installed on systems with AutoGen installed.  This is primarily for
  AutoOpts client packages so that only this small package need be
  installed on their production/install platforms.


AutoGen/AutoOpts is a two-part project that serves two separate purposes
and are inextricably intertwined:

AutoGen is a tool designed to simplify the creation and maintenance of
programs that contain large amounts of repetitious text. It is especially
valuable in programs that have several blocks of text that must be kept
synchronized.

AutoOpts is both an example of that and a project in its own right.
It is a very powerful command line option parser consisting of a
set of AutoGen templates and a run time library that nearly eliminates
the hassle of managing, parsing and documenting program options.
