I've had that issue here too, on Win 7.

Additionally, I performed a clean install with 0.9.2.9.  Didn't work, had errors.  Wasn't until I loaded 0.9.2.7 first then 0.9.2.9 on top, then it worked ok.
It seems 0.9.2.9 does not include/install the sqldrivers, as the directory isn't created.
