I've just rebuilt it and discovered what was wrong; Gentoo leaves
multiple versions of autoconf/automake around the system and attempts
to auto-magically to pick the right one!  I'm not sure which versions
it chose, but they didn't quite work nor did they throw enough errors
to suggest that things had gone wrong.
