Because when it is released, it should still be usable without
requiring people to upgrade to newer releases of autoconf and
automake.

Don't count on that.  I think 1.4 is pretty close.  But don't quote me
on that ;-)

Anyway, even if libtool 1.4 happens to go out after automake 1.5 or
autoconf 2.50, we (I? :-) don't want to force people to upgrade to
them.  Tools should be as independent as possible, so that one can
upgrade one at a time, and know which tool to blame when it breaks.
