I can't find any occurrences of ${Wl} in ltcf-cxx.sh.  I see a lot of
${wl} ones, but not in the definition of hardcode_libdir_flag_spec for
cxx on osf4.* | osf5.*.  I see it in osf3.*, though.  Maybe you're
looking at the wrong section?  Or are you talking about osf3.*?
