That depends... Can you think of a case where this might cause an
uninstalled application to pick up an installed library from an earlier build
instead of the to-be-installed library in the build tree? Or worse, where an
installed application will continue to use the uninstalled library from the
build tree even after it has been installed?
If either of these can happen, then it is definitely a bug that ought to be
addressed.

I think that is okay. Although I guess it could be removed by getting gcc to
print that path (--print-ld-path or something?) and comparing with the dump
-H output.
