I suspect the hard coded cases in AC_LIBTOOL_SYS_MAX_CMD_LEN apply to
the build system, not the host system as such.
* libtool.m4 (AC_LIBTOOL_SYS_MAX_CMD_LEN): Use $build_os not $host_os.
