Patch to support *-*-netbsdelf-gnu systems

Attached is a patch that was initially submitted to the Debian libtool
maintainer for inclusion; it adds support for *-*-netbsdelf-gnu systems
(already in the config.{guess,sub} scripts). Please note that this support
is additional to, and separate from, support for *-*-knetbsd-gnu systems,
which reflect a similar, but different, configuration (the primary
difference being which libc, and thus which dynamic linker, is used).

If this is large enough to pass the copyright test (line count), I am
willing to assign copyright to the FSF; frankly, I don't consider it
origional enough to be worthy of copyright in the first place, and it would
take me about five minutes to re-create it if necessary.
