AC_LIBTOOL_SYS_DYNAMIC_LINKER test tags compiler to see if it isGCC, not the CC compiler.

Ack!  It appears that my mailhost provider has been bouncing messages, and 
mailman has unsubscribed me from all the lists!!! And I just thought things
had gone quiet around here.  Just starting to catch up on the last week using
the gnu archives...

Anyway, yes, this patch looks good to me.
