I believe that when MSYS is installed, there is a small amount of support by default (headers and library). The documentation for MSYS reveals how to enable it (environment variable I think). There are additional packages which can be installed for MSYS to make it more capable of developing for 'MSYS'. Programs build to depend on MSYS do not function correctly outside of the MSYS box.

MSYS is best treated as a development environment so software compiled to depend on the MSYS environment (vs unencumbered native WIN32 binaries) is normally software intended to aid with software development under MSYS.
