The original tarball can be deleted from the official FSF site but it is likely already mirrored to a 1000 places which use various mirror rules.

Does FSF recommend 'a', 'b', 'c' notation for fixed releases, or does it recommend adding another decimal place?

Actually, I think they recommend 'a' suffix IIRC...

This is indeed a rather serious issue so I recommend creating a new release ASAP using the process that the FSF recommends for "quick fix" re-releases.
