i was working with a package that doesnt use automake but does use libtool and 
was trying to figure out if i needed to tell libtool about installing 
temporarily into DESTDIR rather than the real root.  if libtool keys off of 
DESTDIR in the env (and it seemed to), then no, i didnt need to use this 
option (plus i couldnt quite figure out the magic list of options that would 
actually make it work, so ...).
