Thanks for the report and patch.  I've just committed another patch that
should make yours unneeded, or so I at least hope:

If there are issues remaining, please report them.

If I remember correctly, then using pass_all was not preferred by the
contributors of the w32 support in Libtool, or the Libtool maintainers
at that time, and I don't think mingw32ce/cegcc should not be treated
differently from mingw in this respect.
