It's not technically a "regression" since AFAIK there was never a time
when that particular test actually passed on cygwin/mingw.  IIRC, it is
a new testsuite addition that was never validated on cygwin/mingw.  The
fact that the test failed on cygming just wasn't caught until I reported
it some months ago, in another context.

However, there have always been bigger fish to fry, so nobody has gotten
around to making it skip on non-ELF, or figuring out how to translate
the test into terms that might make sense on PE/COFF.
