The section in question states:
Positioning multi-measure rests
Unlike ordinary rests, there is no predefined command to change the
staff position of a multi-measure rest symbol of either form by attaching
it to a note. However, in polyphonic music multi-measure rests in
odd-numbered and even-numbered voices are vertically separated.
This makes very clear that there is a predefined command for changing the
staff position of ordinary rests.
Now the section concerning MultiMeasureRest positioning uses overrides.
Not \once\override, but indeed a fixed override.
I think it would make more sense to use a \tweak instead. For one thing,
tweaks will actually work starting with 2.17.16 as of issue 3296. For
another, they work identically for rests and multimeasure rests with regard
to staff-position tweaking.
But that's a different issue anyway. Unless we get an explanation why a
_different_ way of changing rest position would be wanted (permanent or
temporary), I lean towards marking this issue as invalid.
