Only the fret-diagrams that are set with \markup (putting the diagram in a TextScript) are affected by the padding of TextScripts. The regression tests that use \new FretBoards have no change from this patch.

The space might seem excessive with one chord per bar, but that comes from the rules for spacing single-note measures. If I put 'fret-diagrams-fingering.ly' on half notes rather than whole notes, I appreciate the extra half-staff-space between boards.

'multi-measure-rest-text.ly' looks a bit uglier, but that helps make one if its points: the measure following the ugly one has an option set so that the rest stretches to let the text fit.
