Web: Update GSoC pages

Preparing the upcoming GSoC season I start updating the GSoC
pages on the website. First I remove all potentially orphaned
project suggestions from last year (I think it is necessary
to be so harsh - I hope people will step up to move projects
back to the main page). Then I add the projects that I
might mentor.

Includes the following commits:

Web: GSoC: Add beam subdivision project suggestion

Web: GSoC: Add "scholarLY" project suggestion

Web: GSoC: Move orphaned projects to Attic

This is a rather harsh commit, but I think it's necessary.
I had asked all mentors who had been listed on the page
last year for feedback but did receive nearly no feedback.

I think it is more honest to stove away "unmaintained" projects
so the page looks as empty as it actually is. If mentors step
forward we can move the project back to the front easily.

mf/README: Mention file `ps/encodingdefs.ps'.
