refman.itely clarification

Starting in line 1270 of refman.itely:

The following commands specify in what chords of the current voice
should be shifted: the outer voice has @code{\shiftOff}, and the inner
voices have @code{\shiftOn}, @code{\shiftOnn}, etc.

@code{\shiftOn}, 
@cindex @code{\shiftOnn}
@code{\shiftOnn}, 
@cindex @code{\shiftOnnn}
@code{\shiftOnnn}, 
@cindex @code{\shiftOff}
@code{\shiftOff}.



I don't understand this.  Does it mean to say that VoiceOne has
\shiftOn, VoiceTwo has \shiftOnn, VoiceThree has \shiftOnnn and
VoiceFour has \shiftOff?  Also, there must be two outer voices and two
inner voices with four part writing.
