AFAICS Graham is talking about the http://lilypond.org/doc/v2.3/ website, 
which has been broken for a week or longer, starting at section 5.8.6.
Hence, you have already reproduced the problem. ;-)

Actually, it seems to be just a problem with dependencies in the 
Makefiles.  It seems like lily tries to build some pieces without 
checking if all requisites are present.  I regularly stumble over similar 
problems when trying to re-make the website after small changes or fixes.
Please also note that "make distclean" leaves most files of the website 
(and even "make web-clean" only partially works for me).  I regularly have 
to remove files manually in order to correctly rebuild the website.
