I'm hoping to hear back about how apache deals with redirected
directories before deciding that it's definitely ok (or not ok) to
move general.tely back into a directory.
(as well as renaming it back to web.tely)


I can definitely say that we won't be switching to waf soon (where
"soon" means "within a week"), so I guess we definitely need to
get the stepmake stuff working again.  :(
