staccato dots over beams

Issue #218 [center staccato over stem instead of notehead] has been
tagged as `fixed' which I consider premature.  IMHO, staccato dots
over beams or stems should be *automatically* shifted to the right
position.  It's very tedious to handle this manually, and currently I
can't think of any reason why lilypond shouldn't do this by itself.

Shall I enter a new enhancement request or reopen this issue with an
additional comment?
