Length presupposes that the begin position remains constant

Exactly.  That's why it's easy to understand.  It
conveys exactly the same meaning as 'height, 'width
and 'thickness. They're all dimensions. I don't recall 'length ever causing any user confusion.

and the end chagnes, whereas positions should take a pair that gives the bottom and top of the stencil. Otherwise, users won't be able to override the beginning point.

This seems awfully close to reinstating 'stem-end-position
and 'stem-begin-position.

Then, we could have
\override Stem #'positions = #(stem::length whatever)

That seems a terribly confusing way to specify a length!
