Note that lilypond behaves badly also if you say
ragged-bottom = ##t
ragged-last-bottom = ##t
And this I now consider as a real bug: lilypond *must* recognize that
it can typeset everything in a single, long line. Given this message

it seems that previous versions of lilypond don't have this problem.
Am I missing something?
