If we only count measures and don’t look at measure counts, a
whole/breve/longa/maxima rest always represent 1/2/4/8 measures so it
doesn’t make sense to use shorter rests.

This respects MultiMeasureRest.usable-duration-logs but only for
duration-logs <= 0. Should it disrespect it completely (and only use
that grob property for single whole measure rests)? I think not.
