You added one quote too much. The function make-moment should be
evaluated directly when you do the setting, so you should say
\property Voice.autoBeamSettings \override #'(end 1 32 3 4) = #(ly:make-moment 1 4)
if you use Lilypond version 1.7.x and
\property Voice.autoBeamSettings \override #'(end 1 32 3 4) = #(make-moment 1 4)
if you use version 1.6.x or earlier.
