I'm not certain if anybody answered yet...

I don't think so, nor do I think that such a progrm would be worth writing.  The
effort would be better spent in improving/adding templates to the existing
templates section.  With a good set of examples to work from (I haven't looked
in the templtes section, so I can't say whether they could be improved or not)
and a certain amount of basic lilypond info, setting up your own templates is
easy and quick.
