I tried, but it didn't work.

Anyway, reference says:

Volta_engraver is part of contexts: VaticanaStaff, TabStaff,
GregorianTranscriptionStaff, RhythmicStaff and Staff

Doen't that means it's no use to put Volta_engraver in Staff context,
because it is already there.
