If you want a program like LilyPond to be able to support this kind
of notation, you can hope somebody doing it for you, getting somebody
doing it, including paying somebody for it. For the last option, it
is possible to sponsor LilyPond to get it done. Perhaps the German
Academy of Turkish Music you mention might get ideas for this last
option. :-)
