Adjust spacing between lines

I want to alter the spacing between the measures between the first two
lines of a piece. Right now I have about a one-inch gap which does not
need to be there. The PDF for the piece can be found at:

How do I tell lilypond to reduce the spacing just once between the first
and second rows of measures?
