No, \voiceOne just changes the stem direction an dthings like that. \new Voice ="1" creates a new voice context that can be simultaneous with other voice contexts: << \new Voice = "1" { ... } \new Voice = "2" { ... } >> The implicit polyphony operator: << { ... } \\ { ... } >> will essentially do the above.
