There are a few things there that would not work "out of the box", like calling the viewer and the midi player (xpdf, timidity etc?). But they should be configurable from customs? (Never tried, don't use windows). Anyway, I'd rather use gnu-linux instead if I'm serious about emacs and lilypond.
