In order for \break to be effective, you need a barline (in all staves, IIRC) _and_ there must be no note playing. The latter can be overridden by removing Forbid_line_break_engraver from Voice contexts (see <http://lilypond.org/doc/v2.19/Documentation/notation/line-breaking>). For the former, just insert \bar "" along with \break.
