Then I wonder if a similar graphical tool is available for Frescobaldi or as a stand-alone application...

This has been on the wishlist for years by now, some preliminary tests had been made, and we even have it on our GSoC project ideas page: https://github.com/wbsoft/frescobaldi/wiki/Google-Summer-of-Code
Unfortunately we weren't accepted as a mentoring organization, and I'd say this is too much of a Frescobaldi project to be justifiable as a suggestion on http://lilypond.org/google-summer-of-code.html.

Perhaps you didn't examine https://vimeo.com/64408182 which does just
that. 
I wonder is it still the case that Denemo is the only tool that offers
a way of dragging the control points of a LilyPond slur or tie with the
mouse?
