Hi,Official Fedora 28 version of lilypond 2.19.81 is currently broken. (I hope a fix will be found soon) As a workaround the install script for linux from http://lilypond.org/download/binaries/ can be used. This one works fine.
If you install Frescobaldi from the official Fedora 28 repo it will pull in the (broken) lilypond version as a dependency. The default settings in Frescobaldi will point to the broken lilypond binary. Go to the preferences menu in Frescobaldi and you are ready to rock again.
Maybe this can help other Fedora 28 / Lilypond / Frescobaldi users. -- MT
