Another possibility, instead of using an empty voice only for manual 
breaks, is using a couple of \paper options. It might not be "exact" as 
when you use an empty voice and you force a break manually.

system-count will set the numbers of bars per system.
systems-per-page will set on how many pages to distribute this number 
of systems in the document.
