Do you have an example where this occurs?  I agree it never should.

This is certainly not within Lout's capacity at present.  I will add
it to my list of things to do.  Of course, Lout is obeying the new
page command right now; what is needed is something stronger, not
"skip to a new page" but "skip to the first clear page."
