Looks good.  Made the following two changes and everything seems ok.

ltib:
$bdir = /opt
$lpp => "$bdir/ltib/pkgs"

dist/lfs-5.1/rpm/rpm-fs.spec;
mkdir -p $RPM_BUILD_ROOT/%{base}/ltib/pkgs
chmod 777 $RPM_BUILD_ROOT/%{base}/ltib/pkgs

That's good. Looks as if dist/lfs-5.1/rpm/rpm-fs.spec was already like
that (e.g. no change was needed)?

Not exactly, here's the diff to rpm-fs.spec:
