[Ltib] "not yet approved for distribution" error on ltib -m release

Hi ltib folks,
I'm dealing with the construction of a self-contained ISO image of a
project I developed within ltib.

Let me briefly show the scenario:
* I work within a local CVS sandbox initially populated with savannah
ltib (ver 9.1.1)
* I'm following guidelines in LtibReleaseProcess to make the iso
(branching, tagging)
* I have some patches locally available in /opt/freescale/pkgs
* I generated a corresponding .md5 checksum for each patch
* I also set up a ppp available at some url that
make /opt/freescale/pkgs available over http

When I try to run "./ltib -m release" I get the output attached below.
What does "approving for distribution" exactly mean? I cannot find any
documentation on the topic.
