Hi Doug,

It's normal to sometimes have the same file occur in different packages, this allows layers (e.g. busybox sh and bash sh).

In this case, some platforms have their own sysconfig.spec file that provides an alternate rc.local (IIRC).

And sure enough, sysconfig.spec writes the rogue rc.local file.

So it appears that if we want to modify rc.local, we need to use our own 
sysconfig.spec.
