Follow-up Comment #2:
Since noone objected, I've checked in queueing the most recent packet for
ARP_QUEUEING==0 (multi-packet-queueing still exists for ARP_QUEUEING==1).
ARP_QUEUEING==0 is the default now, since it's good enough for most of us.
We might want to change the name of the configuration option, but it does not
hurt to leave it as is.
