Details:

These had been broadcasting to the *_ANY addresses.

Btw for the IP6_ADDR_ANY address, all the packets were getting queued in ND6,
and not sure if that was expected, but changing to use the v6group does
appears to work, the packets are output and not queued, and the network trace
appears as expected.
