LYNX-DEV bug with lynx and comments

I have several pages that don't display properly in lynx 2.6. I have
tracked it down to the following BUG.

On each of the pages in question there is a comment:

<!-- ---------------------------------------------------------------------
 ! FILE:         comanche.html
 ! (some copy write and history stuff...)
 !------------------------------------------------------------------------ -->

If I make the last line
 !---------------------------------------------------------------- -->
instead of
 !------------------------------------------------------------------------ -->

it works. The <HR> tag looks like the following in lynx:

Note, this is one dash more then the comment line that works! If you add one
more dash so the lines are the same length, it doesn't work.
