Al, you may want to check out the XML initiative[1].  Phase 2,
unveiled at WWW6, is the hyperlinking specification.  For the first
time on the World-Wide Web, there is a standardized method for real
hypertext; that is, the addition of links in other people's data.
The linking capabilities are not restricted to use with XML documents;
XML-link can be used to link a portion of an HTML document.  This
would obviate your proposal.

Caution: The XML-link specification is at a draft stage and is
*highly* volatile.  However, it is worth reading to see where things
are going.

BTW, was anyone else at the Web Access Initiative launch[2] on 6
April?  I didn't see any familiar lynx-dev names in the attendee list.
I'll post notes if people are interested.
