pubLynx reinstated LYNX-DEV

The public access Lynx at telnet://163.51.110.141 (login "lynx")
is running again -- faster CPU, more memory and greater band width.
It was built with Slang, and the -color switch is set, so you will
not want to use this service if your terminal cannot handle color.
Terminal settings are made to accommodate SJIS Japanese.  All logins are
under surveillance and recorded.  G)oto is only allowed for http URLs.
The main purpose of pubLynx is to offer developers the use of a recent
image with CJK support enabled.

The digested lynx-dev archive for the month of June is available.
